The Packaging Chain
The regulations adopt a “shared responsibility”
approach. Instead of placing the burden on one business
sector, the responsibility for recycling packaging
is shared between all businesses in the packaging
chain. Each activity carries a percentage share
of the responsibility and most businesses will perform
more than one activity.
